the Wuhan Guangzhou passenger dedicated line running through the north and south of our province is the first high-speed railway with a commercial operation speed of 350 kilometers in China. As a pilot area for comprehensive reform of China's "two oriented society", the light rail and subway of Changsha Zhuzhou Xiangtan Urban agglomeration are under construction
Hunan provincial Party committee and government attach great importance to standardization, especially international standardization. In 2009, the provincial government held a provincial work conference on the implementation of the standardization strategy, issued the opinions on the implementation of the standardization strategy and the outline of the standardization development plan of Hunan Province (year), and took strengthening international standardization as one of the ten tasks of the future standardization work

the National Standardization Administration of China is the competent authority authorized by the State Council to uniformly manage the standardization work in China and participate in the activities of ISO, IEC and other international standardization organizations on behalf of China. With the continuous improvement of China's economic development level, China has attached great importance to standardization, especially its participation in international standardization. The Chinese government encourages enterprises to adopt international standards, supports Chinese technicians to participate in international standardization activities, and hopes to undertake more and obligations under the framework of ISO and IEC. It is believed that China will be more active in the activities of ISO and IEC in the future. Most of the 70 existing international standards of iec/tc9 have been transformed into national or industrial standards by China; On the one hand, national and industrial standards are formulated according to China's national conditions to form a perfect rail transit technical standard system

iec/tc9 is a very active technical committee in IEC. For a long time, iec/tc9 has done a lot of fruitful work in the field of world rail transit electrical equipment and system technology, organized and formulated many technical standards, and made contributions to the development of world rail transit technology
since taking part in the work of iec/tc9 in 1991, China Railway has actively participated in the work of iec/tc9 and has become an active member of iec/tc9. At present, more than 40 Chinese railway technical experts are participating in 30 IEC standard project working groups. Through carrying out international standardization work, the cooperation between China Railway and IEC has been strengthened, and the technological progress of China Railway and the internationalization of China railway technical standards have been promoted
in recent years, China's railways, especially high-speed railways, are developing rapidly with remarkable results. China's railway technology, including speed increase, heavy haul transportation, plateau railway and high-speed railway, has reached the world's advanced level. By the end of this year, China's railway mileage will reach more than 90000 kilometers, ranking second in the world. At present, the operating mileage of China's high-speed railway has reached 7055 kilometers. China has become the country with the longest operating mileage, the highest operating speed and the largest scale of high-speed railway under construction in the world
by 2012, China's railway operation mileage will reach more than 110000 kilometers, including 13000 kilometers of passenger dedicated lines and intercity railways. By 2020, China's railway operation mileage will reach more than 120000 kilometers
China Railway is willing to carry out technical exchanges and cooperation with railways around the world, play an active role in the work of IEC international standards, jointly study and formulate international standards in the technical fields of high-speed, speed increase, heavy load, plateau, etc., and promote the development of world railway technology

Today, my speech will cover two parts. In the first one, I will give a brief introduction on IEC/TC9, and in the second part, I will show you how China has involved in the activities of IEC/TC 9.
At first, I will take few minutes to review the first meeting of the advisory committee on traction motors . This meeting was held on 16th, July 1924. Scope originally was limited to tramway motors, and now it is extended to include railway Mo metallographic microscope is a microscope tors that inspects the surface (metallographic structure) of metal samples with incident lighting At that moment, there were only 19 participants, among whom there were 15 Europeans, 1 Japanese, and 3 Americans.
Now, I take few minutes to introduce the third meeting of Advisory Committee No. 9 on Traction Motors . This meeting was held in New York 16th April 1926 and there were 24 participants. In those years only one TC 9 meeting out of ten was held outside Europe, nowadays every second meeting is held outside Europe
The oldest TC 9 standard found in IEC files: IEC Publication 48, Rules for electric traction motors , second edition 1950 (withdrawn). Example of a locomotive running at a maximum speed of 100 km/h . TC 9 objectives/strategies for the future: to be covered in the Strategic Business Plan (SBP). IEC Central Office extends its best wishes to TC 9 on the occasion of its 50th plenary meeting.
Now I come to the second part. Introduction of Chinese activities. China became a member of the IEC in 1957 (and of WTO in 2001). First Chinese delegation attended IEC TC 9 in 1963. Three TC 9 plenary meetings held in China: Zhuzhou in November 1998. Shanghai in October 2004. Changsha in October 2010. TC 9 Working Groups are frequently hosted in China. China leads one Project Team and one Ad Hoc Group in TC 9.
China holds the secretariat of several IEC TCs TC 7: Overhead electrical conductors. TC 28: Insulation co-ordination. SC 32C: Miniature fuses. TC 85: Measuring equipment for electrical and electromagnetic quantities. TC 115: High Voltage Direct Current (HVDC) transmission for DC voltages above 100 kV. China hosts numerous TC meetings. China hosted IEC General Meetings in Beijing in 1990 and 2002。 Thank you very much!
